Most places outside of the developed world always have bottled water, Afghanistan is no different. They distribute many different bottler's water here. This particular one happens to be "Cristal." I find the irony mildly amusing. The water is kept in open shacks every 200 meters or so along the roads, and is accessible to everyone. It doesn't taste great, but it gets the job done.
